Congratulations on the Beautiful Enclosure. Now, Where Is the Zoo?

Why zoo design must begin with logic, operations and integration – long before the first glamorous rendering

I have now seen this happen often enough to recognise the ritual.

A new zoo has to be planned, or an existing zoo has to be redesigned. A meeting is called. Before anyone has fully agreed on what the institution is meant to achieve, somebody is discussing artificial rockwork. Soon there is glass viewing, a waterfall, an underwater tunnel, an “immersive” entrance and something vaguely African-looking near the lion enclosure. If we are especially fortunate, a 3D rendering appears showing two suspiciously relaxed tigers sitting under perfect sunset lighting.

There is never any mud in these renderings. No hosepipe, wheelbarrow, keeper, drain cover, service gate or patch of shade cloth has survived the creative process. The animals are always visible, the vegetation is obedient and not one visitor is looking in the wrong direction.

Nobody has yet decided the zoo’s actual institutional purpose. The long-term species plan is unclear. Peak-day visitor numbers are guesswork. The veterinary and animal-care teams have not been meaningfully consulted. Nobody knows how feed will reach the enclosure, how waste will leave it, where the animal will be shifted during repairs, how an emergency vehicle will get there, or what happens when one hour of monsoon rain expresses a different opinion about the drainage.

But the waterfall is coming along beautifully.

To be clear, I have nothing against waterfalls. I rather like them. I also like attractive architecture, immersive landscapes and exhibits that make visitors stop, look and feel something. The problem is not beauty. The problem is that beauty is routinely invited to the meeting before logic, and by the time logic arrives, all the good chairs have been taken.

The rendering has arrived. The zoo has not.

People jump directly to the part that looks like design because it is tangible, exciting and easy to sell. A colourful image gives decision-makers something to approve, donors something to admire and social media something to circulate. An operational model, adjacency matrix, service network or drainage strategy rarely receives spontaneous applause.

Unfortunately, those less photogenic things decide whether the zoo will actually work.

A zoo is not a collection of attractive enclosures connected by paths. It is a living operating system. Animal welfare, husbandry, veterinary care, staff movement, visitor experience, education, safety, biosecurity, climate resilience, utilities, compliance and finance are interdependent. The individual components can all look respectable on paper and the institution can still fail because nobody designed the relationships between them.

The keeper cannot safely enter because the architect treated the service side as leftover space. The feed vehicle crosses the visitor path because circulation was drawn as one network instead of several. The quarantine building exists, but moving an animal to it requires passing through a public zone. The visitor plaza is magnificent, but its queue stands in direct summer sun. The enclosure meets the minimum prescribed area, but the animal has no meaningful choice, retreat, separation or management flexibility. The education centre is excellent, but it sits at the far end of the zoo, where school groups reach it tired, hungry and newly familiar with every toilet on the route.

Everything is present. Nothing quite works.

Zoo design is therefore not an architectural product to which zoological comments are added in red ink at the end. Animal managers, keepers, veterinarians, nutritionists, horticulturists, educators, engineers, safety personnel, maintenance teams and finance all see different parts of the same system. They need to shape the brief and test decisions while those decisions can still change. Sending them a nearly final drawing and asking for “inputs” is not integration. It is usually an invitation to explain why the already-approved picture should remain exactly as it is.

Part of the confusion comes from using masterplan, exhibit design and detailed design as if they are three names for the same drawing at different levels of zoom. They are not.

A masterplan establishes the long-term operating logic of the entire institution: its purpose, land use, collection direction, capacity, zoning, circulation, infrastructure, service networks, climate response, emergency access, phasing and room to change. Exhibit design translates that wider logic into animal-centred habitats and coherent visitor experiences. Detailed design resolves how those habitats will actually be built, drained, ventilated, secured, maintained and operated.

Zooming further into an unresolved idea does not make it more resolved. It merely allows us to see the mistake in greater detail.

Starting with a detailed enclosure before settling the masterplan is rather like designing a very elegant bathroom before deciding where the house will stand, how many people will live in it, where the water comes from or whether there is a sewer connection. The bathroom may photograph well. This is not the same as having designed a house.

Design the zoo that must work on a wet Tuesday

Opening day is a remarkably poor test of zoo design. On opening day, the paint is fresh, staffing is temporarily generous, the VIP route has been swept twice and everyone is highly motivated to prevent visible disaster. Even the animals may, through some administrative miracle, be standing where the rendering promised.

The real test comes years later, at 7.15 on a wet Tuesday morning. One animal will not shift. A drain is blocked. A pump has failed. A keeper is absent. A branch has fallen across the service track. Two school buses have arrived early, the feed vehicle is late and somebody has just noticed that the transport crate cannot turn the final corner into the holding area.

That is when the zoo meets its design.

If an enclosure works only when every animal gets along, no animal is ill, no gate jams, no drain blocks, the power remains on, all staff are present and the weather behaves itself, then the enclosure does not work. It has merely been designed for a very optimistic day.

The correct process therefore begins with the questions that delay the arrival of the colourful drawing.

What is this institution actually for? Is its emphasis conservation breeding, rescue and rehabilitation, education, research, recreation, regional biodiversity or a defensible combination of these? Who will use it? What animals can it responsibly maintain—not merely acquire? What standard of veterinary, nutritional, behavioural and population management can it sustain? What staff, skills and recurrent budget will be available after the inaugural enthusiasm has faded and the consultants have gone home?

A species wish list is not a collection plan. Each species carries consequences: quarantine, diet preparation, water quality, temperature control, social management, containment, staff competence, waste, noise, transport and emergency response. An ambitious animal list combined with modest operational capacity is not a bold vision. It is an acquisition fantasy with landscaping.

The site must then be understood as a real place rather than treated as a blank sheet awaiting creativity. Topography, hydrology, soil, existing vegetation and ecology, seasonal wind, solar exposure, heat, humidity, dust, rainfall, flood paths, access, utilities, buffers and statutory constraints all shape what can be built responsibly.

Contour lines are not decorative. Water has a stubborn commitment to gravity and will continue following it even if the presentation shows otherwise.

A design borrowed from a temperate zoo and planted in Ahmedabad does not become climate-responsive because somebody adds a few shade sails later. Nor does an imported aesthetic become ecologically appropriate simply because the artificial rock has been painted a local shade of brown.

Only after purpose, capacity, collection direction and site realities are understood should zoning begin. Entry and arrival, public exhibits, education, food and retail, administration, veterinary care, quarantine, commissary, workshops, service yards, staff facilities, waste management and green buffers all have relationships that must be deliberately mapped. Some need proximity. Others need strict separation.

An adjacency matrix may not impress anyone at a fundraising presentation. It can, however, prevent thirty years of staff asking who placed that building there.

Follow everything that moves

One of the simplest ways to expose a weak zoo plan is to draw arrows over it. Not decorative arrows suggesting a pleasant visitor journey, but the less glamorous movements on which the institution depends:

  1. Animals: between exhibit, holding, separation areas, raceways, transport crates, veterinary care, quarantine and isolation.
  2. Feed and supplies: from service entry to storage, commissary, service route, holding area and enclosure, including the return of utensils and equipment for cleaning.
  3. Waste: from enclosures and public areas to local staging, segregation, secure storage, treatment and exit, with distinct provision for hazardous and carcass-related material.
  4. People and vehicles: visitors, school groups, keepers, veterinarians, maintenance staff, deliveries, ambulances, fire appliances and emergency responders.

Now mark every crossing.

Each crossing is either a problem to eliminate through design or a control procedure that staff must remember, communicate and execute correctly for decades. “The keeper will coordinate with security every time” is not a design solution. It is a permanent operational debt disguised as a sentence.

Standard operating procedures should support a good design. They should not spend the next thirty years apologising for a bad one.

Back-of-house planning is where many otherwise attractive proposals become particularly imaginative. The public side is lovingly composed. Behind it sits a grey patch labelled “service”, usually placed wherever the designer ran out of animals.

Back-of-house is not the blank area behind the trees. It is the care logistics engine of the zoo. It determines whether staff can shift animals safely, prepare and deliver diets hygienically, separate individuals, clean without cross-contamination, observe without disturbance, respond to injury, manage a birth, remove a carcass, repair a barrier and reach an enclosure during an emergency.

It also determines the ordinary quality of staff work. Are tools stored close to where they are used? Can a keeper see the animal before operating a gate? Is access protected from weather? Can a stretcher, transport crate or small vehicle reach the holding area? Are there wash points, drainage, lighting and pest control? Can clean and dirty work be separated? Can staff change, rest, train and respond to emergencies with basic dignity?

We often discuss progressive animal welfare while expecting the people delivering it to work through awkward gates, distant stores, flooded service paths and spaces apparently designed for staff with the width and flexibility of a gecko.

Every minor inconvenience on a plan becomes a repeated task in operation. A store placed slightly too far away is not merely an untidy adjacency. It becomes thousands of unnecessary journeys over the life of the zoo. A service gate that is just a little too narrow will remain just a little too narrow for every delivery, repair and emergency until somebody spends a great deal of money correcting it.

This is why maintainability must be designed, not wished into existence. Pumps need replacement. Drains need access. Glass needs cleaning. Trees fall. Barriers corrode. Moats silt up. Equipment changes. A habitat that can be constructed but not safely maintained is a temporary stage set, not durable zoo infrastructure.

The animal will not follow the rendering

Zoo design has one further complication: the principal occupants are sentient, mobile and generally unwilling to respect architectural intent.

Animals grow old, form and break social relationships, breed unexpectedly, fail to breed when expected, become ill, refuse to shift, damage vegetation, excavate in inconvenient locations and occasionally discover containment weaknesses that several qualified humans missed. They do not remain forever as a photogenic, compatible pair labelled “1.1” on a concept plan.

Animal-centred design must therefore provide choice, control and management flexibility—not simply an attractive scene. It must consider sun and shade, wet and dry, height and depth, open and concealed, proximity and distance, activity and rest. Animals need opportunities to withdraw from visitors and sometimes from one another. Staff need ways to separate, introduce, observe, treat, train and move them without turning every change in social dynamics into a construction project.

Holding areas are particularly vulnerable to aesthetic neglect because they rarely appear in publicity images. Yet animals may spend substantial and sometimes critical periods there: during cleaning, introductions, medical recovery, extreme weather, maintenance or social separation. A beautiful exhibit connected to inadequate holding is not a beautiful enclosure. It is half an enclosure, with the inconvenient half hidden from the brochure.

Viewing must follow the same principle. A modern visitor experience is not simply the closest possible view of an animal. It offers meaningful ways to observe while protecting the animal’s choice not to participate. The animal is a resident, not a performer under a contractual obligation to appear at the glass.

If an animal chooses shade, height, concealment or distance, that is not necessarily a design failure. In many cases, the failure is an experience model that promised uninterrupted visibility of a living animal as if it were an exhibit label.

Beware the average visitor—no such animal has ever entered a zoo

Visitor planning has its own favourite fiction: average attendance.

An annual average is mathematically valid and operationally rather unhelpful. The zoo does not receive the average visitor day. It receives very quiet weekdays, school-group mornings, weekends, public holidays, sudden surges, summer heat and monsoon interruptions. A system planned around the average can be underused much of the year and collapse precisely when it is needed most.

Capacity is not the largest number of people who can be persuaded to fit within the boundary wall. It is the lowest capacity imposed by the weakest part of the visitor system: arrival roads, parking, ticketing, security, path widths, viewing bays, toilets, food areas, shade, seating, drinking water, emergency egress and thermal comfort.

Five thousand people may physically fit inside a zoo. If three hundred of them accumulate outside the tiger glass, the total land area becomes irrelevant. If the only toilet block cannot absorb peak demand, it becomes the institution’s actual capacity model. A toilet can overrule an ambitious business plan with remarkable efficiency.

Visitor movement therefore needs hierarchy and choice: primary routes, shorter loops, alternatives around congested nodes, accessible routes, resting points and clear emergency access. A single compulsory circuit may look wonderfully controlled in a diagram and feel considerably less wonderful to an elderly visitor, a parent with a tired child or a school group that has already walked four kilometres in 42°C heat.

Education must also be treated as infrastructure rather than added near the end in the form of signboards—usually very large signboards containing very small text, because apparently educational impact increases with the number of words printed beside an animal.

Real zoo education requires an education hub, distributed interpretation, programme spaces, trained people and operational links with animal care, veterinary work and conservation activity. School-group drop-off, orientation, bag storage, lunch space, toilets, classrooms, outdoor learning and after-hours access all influence the plan. If the education centre is expected to operate when the zoo is closed, it needs independent access and security. If school groups matter, their needs cannot be improvised after the general visitor route is fixed.

Visitors usually come for leisure, not to receive a standing lecture on biodiversity policy. The zoo’s opportunity is to convert curiosity into attention, attention into understanding and understanding into responsible action. That depends on what people can see, feel, discuss and remember. A six-hundred-word panel in direct sun is mostly an expensive rectangle.

Commercial planning needs equal discipline. Tickets, memberships, food, retail, guided experiences, events, sponsorships and donations can strengthen long-term sustainability. Stable finance is ultimately an animal-welfare issue because unstable institutions do not maintain stable standards.

But a zoo needs a revenue architecture, not the spontaneous reproduction of kiosks wherever a crowd forms. Commercial uses bring queues, deliveries, smells, noise, waste and service traffic. They must support circulation and the institution’s purpose, not gradually occupy both.

Weather will conduct the final design review

India does not have one climate, but every zoo has weather—and weather is an unusually direct reviewer.

Shade is not a landscaping accessory. It determines whether paths, queues, viewing areas, play spaces and education zones remain usable. Drainage is not a technical detail to be discovered once excavation begins. It affects animal areas, service roads, visitor safety, water quality, disease risk and whether the zoo can remain open. Thermal comfort is not only a welfare or hospitality issue; it changes carrying capacity. A path that comfortably holds a crowd at 24°C may become functionally unusable at 43°C without shade, water and places to rest.

Utilities must be planned as connected, resilient systems: potable and non-potable water, filtration, recycling, wastewater, electricity, backup power, climate control, communications, solid waste and renewable energy where suitable. Sustainability is not a decorative patch of solar panels on an otherwise wasteful operating model. It should reduce demand, withstand disruption and make good standards affordable to maintain.

The plan must also survive change. Budgets shift. Leadership changes. Regulations evolve. New welfare knowledge emerges. Visitor patterns refuse to respect projections. Species plans change because responsible collection planning is dynamic, not because somebody failed to predict the next thirty years perfectly.

This makes phasing part of design rather than a polite term for postponement. Each phase must function as a complete institution at its intended scale. Core utilities, service access, veterinary capacity, quarantine, staff facilities, visitor amenities and emergency systems cannot be deferred indefinitely while headline exhibits open first. Opening animals while their support systems remain in a future phase is not phasing; it is transferring construction risk to animals and keepers.

Later construction must also be possible without repeatedly disturbing occupied habitats, closing essential service routes or demolishing infrastructure that should have been sized correctly at the beginning. Flexibility is not vagueness. It is the deliberate provision of capacity, connections and space for plausible change.

Beauty may now enter the room

None of this is an argument for dull zoos. A progressive zoo should be visually compelling, immersive, humane and memorable. Landscape, architecture, storytelling and thoughtfully designed viewing can create powerful experiences for animals, visitors and staff.

But visual appeal must emerge from resolved logic. It cannot substitute for it.

This is also why several concept alternatives should be tested before one seductive image becomes emotionally untouchable. A loop, radial plan, linear journey or organic discovery system each creates different consequences for visitor choice, service distance, future expansion, construction cost and emergency access. Once everyone has fallen in love with a sunset rendering, every attempt to correct the underlying plan begins to look like an unfortunate compromise to the “design”—when it is actually the first serious design work anyone has attempted.

The sequence is not mysterious:

  1. Establish the institution’s purpose, governance, operating model and realistic resource envelope.
  2. Understand the site, climate, ecology, access, utilities, constraints and risks.
  3. Develop a responsible collection strategy matched to long-term animal-management capacity.
  4. Resolve zoning and adjacency before drawing individual attractions.
  5. Map animal, staff, visitor, feed, waste, service and emergency movements.
  6. Test real capacity, peak demand, accessibility, safety and climate resilience.
  7. Design veterinary, quarantine, commissary, holding, maintenance, waste and staff systems as core infrastructure.
  8. Develop animal-centred habitats for routine care, changing social conditions, medical needs, emergencies and maintenance—not only public display.
  9. Integrate education, interpretation, visitor comfort and commercial activity into the same operating logic.
  10. Compare alternatives, cost the full lifecycle, create viable phases and preserve room to adapt.

Only then should the project advance into detailed enclosure concepts, materials, finishes and the glorious waterfall.

If a proposal cannot show how animals, people, feed, waste, water, vehicles, information and money move through the zoo, it is not yet a masterplan. It is an illustration of where somebody would like things to be.

The ultimate test of zoo design is not whether the opening-day photographs look impressive. It is whether, ten years later—and preferably on that wet Tuesday—animals retain meaningful choice, staff can work safely, veterinary and husbandry systems function, visitors can move comfortably, education has real infrastructure, emergencies can be managed, maintenance is achievable and the institution can still afford to sustain its standards.

A beautiful rendering proves that somebody can produce a beautiful rendering.

A functioning zoo proves that somebody thought.
